HE Dr. Jorge Barreto Xavier | Speaker
of State for Culture of the Portuguese Government
Jorge Barreto Xavier was
born in Goa, India, in 1965.
In 1986, while
studying Law in Lisbon, he founded the Portuguese Club of Arts and Ideas, which
became the largest Portuguese nonprofit supporting young artists, spawning
numerous programs, including the Young Artists Competition (1990-2012).
In 1992, he created
the Paideia program – art in secondary schools – which ran throughout the
country until 1997.
In 1998 he created the
Lugar Comum, Center for Art Experimentation in Oeiras, which he managed until
In 2003 he was elected
Deputy Mayor for Culture, Youth, and Consumer Protection of Oeiras. During this
period, he also coordinated the Portuguese Government’s working group for
Education and Culture.
From 2006 to 2008 he
coordinated the Rehabilitation through Art Project for the Calouste Gulbenkian
From 2008 to 2010 he
was the Director-General of the Arts at the Ministry of Culture.
In 2011 he started
collaborating with the High Commissioner for Immigration and Intercultural
Dialogue and became guest professor at ISCTE-Lisbon University Institute, teaching
Public Policy for Culture and Creative Industries Management.
In October 2012 he
became the Secretary of State for Culture of the Portuguese Government.
