Open City

A curated lunch by local culinary figures will be served prior to the start of the guided exploration, as part of Open City.

Singapore is often described as a city that is planned, managed, and legible. Open City proposes a different encounter.

For one afternoon, the city reveals itself along less visible lines, through the living ecosystems of three arts precincts where practice, place, and community intersect.

Open City carries multiple meanings.

It speaks to access. Artists and organizations opening their rehearsal spaces, their methods, and their neighbourhood contexts to guests from across the globe.
It speaks to form. A city that is genuinely open and porous, where artistic practice is woven into the fabric of everyday life rather than housed behind institutional thresholds.
And it speaks to intimacy. Open City is an invitation to know Singapore from the inside out, to encounter the city not through its landmarks but through the artists, streets, and rhythms that shape it daily.

Goodman Arts Centre, Stamford Arts Centre & the Waterloo Arts Belt, and Aliwal Arts Centre & Kampong Gelam form the terrain of this encounter. Each precinct holds its own history, its own ecology of making. Together, they offer a rare glimpse into how culture takes root, adapts, and sustains itself over time. Open City asks you to walk with curiosity, to listen closely, and to meet the city in the company of those who call it home.

More on the three precincts below. Delegates will be invited to explore one precinct during Open City.

Waterloo Arts Belt & Stamford Arts Centre

Waterloo Arts Belt, located within Waterloo Street, is part of the arts, culture, learning and entertainment district in the city’s centre. This unique street houses a few arts organisations of various artforms and embodies Singapore’s multicultural heritage through its religious landmarks lining the street, namely the Sri Krishnan Temple, Maghain Aboth Synagogue, and Kwan Im Thong Hood Cho Temple.

Located within the Waterloo Arts Belt, Stamford Arts Centre is a multidisciplinary arts space dedicated to traditional arts. The centre serves as a hub for artistic development and collaboration, bringing traditional arts closer to the community.

Stamford Arts Centre aims to keep Singapore’s rich and diverse intangible cultural heritage alive and relevant, passing it on to future generations through meaningful programmes and partnerships.


Goodman Arts Centre

Nestled within the culturally rich Mountbatten district, Goodman Arts Centre is an arts enclave that exudes tranquillity, charm and community spirit. Established in 2011, it is Singapore’s largest arts centre and home to over 100 artists and arts groups, both emerging and established.

This creative enclave fosters artistic exploration and collaboration, bringing together artists, families and neighbours through a diverse range of programmes including the annual Goodman Open House. Goodman Arts Centre is also home to the National Arts Council.


Kampong Gelam Conservation District & Aliwal Arts Centre

Aliwal Arts Centre is a multidisciplinary arts space located in the Kampong Glam conservation district.

The centre supports both contemporary and traditional arts groups, drawing inspiration from the area’s rich cultural heritage, and is home to the National Arts Council’s inaugural Arts x Tech Lab.

Set against the backdrop of Sultan Mosque and vibrant street art, Aliwal Arts Centre reflects Kampong Glam’s eclectic spirit. From gamelan to graffiti, it is a space where artistic expression thrives in raw, edgy and ever-evolving forms.
